Russia and the UAE expand the cooperation


We’ve just finished the most meaningful and fruitful negotiation on Russian-Emirate trade-economic cooperation.
The meeting with Khalifa bin Zayed bin Sultan Al Nahyan started yesterday within the IDEX-2013 international defence technologies exhibition and has finished today with an intergovernmental Russian-Emirate trade, economic and technical cooperation plenary session.

Experts believe that last year the bilateral goods turnover approximated to $1.5 billion. However, we anticipate the index doesn’t correspond to the real potential of our cooperation even considering the positive dynamics in the previous two years.

That’s why we elaborated on the further bilateral goods turnover expanding issues, including the WTO cooperation, joint projects implementation in different economics sectors and joint ventures establishing in both countries.

One of the strategic sectors is energy. Leading Russian companies approved their readiness to boost the cooperation with the Emirate partners in geologic exploration, hydrocarbon production and establishing the corresponding infrastructure within the UAE, besides, the gas and oil equipment deliveries are expected.
Stroytransgas positive bilateral cooperation experience will also enhance the collaboration. Another Russian-Emirate energy cooperation prospect is joint projects on atomic energy use in civilian purposes.
Further cooperation expanding will also be boosted by the bilateral Memorandum on atomic energy use in civilian purposes.

The industrial cooperation of the countries also has great potential. We are discussing the possibility of jointly implementing the considerable investment projects in the UAE or other countries and Russian towns’ infrastructural modernization.

The Emirate party is to consider the proposals from Russian companies on metal products and industrial equipment exportation to the UAE expanding.

We have all the opportunities of boosting the cooperation in civil helicopter equipment procurement and maintenance. The Emirate companies have already been cooperating with Russian Helicopters. Besides, we will present proposals on the UAC aircrafts and the possibility of maintenance and repair centres establishing in the UAE to our partners.

Automotive industry is another strategic element. We will support the KAMAZ collaboration enhancing intentions. The company already has a representative office in the UAE and is to expand the dealer system, establish service centres, diversify the model range. Successful implementation of the projects will also support the collaboration in investments.

The UAE investment resources in combination with Russian technologies might be an effective instrument of major projects implementation. It was the issue we’ve discussed today in details with Ms Lubna Al Qasimi, the UAE Foreign Trade Minister.

We also pay much attention to the inter-regional cooperation of our countries. I would like to thank Rustam Minnikhanov, the President of Tatarstan, who also participated in the negotiations, for a number of attractive proposals and initiatives on expanding this part of the collaboration.

We are working out the improvements in Russian legislative framework in order to boost the trade and investment cooperation. We’ve already ratified the Agreement on Encouragement and Mutual Protection of the Investments. We’ve also revised all the documents within the Commission meeting in order to move further.

We discussed the systematic negotiations on the whole range of the agenda issues. Some of the sessions are planned within Russian-Arabic Business Council to be held on May, 30- June, 1 in Saint-Petersburg, Arabia-Expo international exhibition and the 17th Saint Petersburg International Economic Forum to be held on June, 20-22.
The Forum became one of the significant events, a place for discussing burning issues of world politics and economics. Today we’ve invited our Emirate partners to participate in it.

These are only a part of the topics negotiated. I am strongly convinced that the results of the meeting are great guideposts for Russian-Emirate trade economic cooperation development and a strong basis for bilateral collaboration projects implementation.
