Rosoboronexport celebrates its 25th anniversary — a quarter of a century when the company has become a support of the Russian military and technical cooperation. The portfolio of orders has reached a record-breaking level of 60 billion USD. Such result reflects the confidence of foreign partners based on the real actual capabilities of Russian weapons proved during the special military operation.
Rosoboronexport is the only national agency for export and import of weapons, military and dual-purpose technology and services. More than 85% of Russian military product sales currently go through the company. Rosoboronexport together with Rostec’s companies promotes Russian solutions in the global market, establishes licensed production abroad and provides technical support for previously supplied equipment.
Military and technical cooperation (MTC) system has always been at the interface of politics and industry. Through this system, Russia has strengthened international ties, assisted its partners in developing their defence capabilities and simultaneously supported the national military-industrial complex.
In the late 1990s after the dissolution of the USSR, the industry underwent destabilization. Contracts were concluded directly with companies, which competed with each other often with dumping and technology leakage.
A decision to establish a single national agency was a crucial point.

“In 2000, situation in the field of military export was critical. A fundamental decision was made: to put things right and establish a government monopoly on military and technical cooperation. The idea was supported at the highest level — the President of the Russian Federation signed a decree that formed the basis for the MTC system, which is still fully functional,” recalls Sergey Chemezov, CEO of Rosteс State Corporation, who headed Rosoboronexport from 2004 to 2007.
This reform eliminated the competition within the sector, increased contract transparency and restored confidence in Russian weapons. The volume of export had grown by several times in only a few years.
Establishment of Rosoboronexport brought strategic advantages to Russia. The country regained its positions traditional for the USSR markets and entered new markets. The volume of weapon sales had doubled during five years, tripled during ten years and grown by more than five times by 2021.
Rosoboronexport currently provides Russia’s presence in all parts of the world. Over 25 years, the company has concluded more than 30,000 contracts with its partners, and provided export of products in the amount greater than 230 billion USD.
The company business has stepped beyond mere weapon sales long ago. Establishment of licensed production of Russian airplanes, helicopters, armored vehicles and small arms abroad has become an important area of focus. Such projects enable the partners to create their own companies and adopt technologies while maintaining the quality and safety control.

Modernization of previously supplied equipment plays an essential role. Russian designers have developed comprehensive programs for service life extension and combat performance improvement for all classes of weapons.
Training of foreign personnel is a separate area of focus. With the assistance of Rosoboronexport, foreign customers have their crews and teams trained under the direction of the best Russian instructors.
To date, about 70% of Rosoboronexport’s portfolio consists of solutions offered by Rostec’s companies. These are aircraft systems, air defence systems, armed vehicles, small arms, artillery systems, modern drones and many other products.
