Rostec to build perinatal centers

The state corporation Rostec, along with the Russian Ministry of Health, the Federal Compulsory Medical Insurance Fund, and regional governments in Russia, will partner to develop perinatal centers throughout Russia.

The program seeks to provide affordable and quality health care for mothers and children, as well as reduce maternal, infant, and child mortality.

Plans are in place to build 32 perinatal centers between 2013 and 2016 in 30 of Russia’s regions with the greatest needs.

The Federal Compulsory Medical Insurance Fund has budgeted 52.66 billion rubles to construct perinatal centers in 2013. The amount of funds from the budgets of Russia’s regional governments for 2014 to 2016 will be determined after approval of each region’s project documentation.

The program also seeks to prepare the necessary medical professionals to work in perinatal centers, in addition to improving the territorial model of obstetric and neonatal care, and increasing the quality and effectiveness of perinatal care.

The program for creating perinatal centers throughout Russia was developed by the Russian Ministry of Health and was approved the federal government on December 9, 2013. The Ministry of Health will oversee the implementation of the program.

With the help of the program, by 2016 there is expected to be a significant reduction in maternal and infant mortality, as well as early neonatal mortality. The goal is also to increase the number of women who prematurely enter labor and give birth in perinatal centers from 40%, the figure in 2012, to 60%. There is also the hope to increase the survival rate of infants born with low or extremely low body weight.

Rostec has experience in constructing high-tech medical centers. From 2010 to 2012 the state corporation built of and set into operation nine federal centers of advanced medical technologies as part of the national project “Health”.
